The National Science Foundation (NSF) Small Business Innovation Research (SBIR) and Small Business Technology Transfer (STTR) grant process is designed to support innovative projects with commercial potential.
Understanding the steps involved in this process is crucial for potential applicants seeking funding for their research and development endeavors.
1. Project Pitch
- The first step in the NSF SBIR/STTR grant process is to submit a Project Pitch. Unlike traditional grant applications, you can submit your Project Pitch at any time. Upon submission, NSF aims to provide feedback within one month. If your Project Pitch is accepted, you will receive an official invitation from the Program Director to submit a full proposal.
- It’s important to note that only one Project Pitch or Full Proposal is allowed in the NSF pipeline at a time. This means that if you have a Project Pitch under review or a Full Proposal already submitted, you cannot initiate another application until a decision is made on the existing one.
2. Full Proposal
- Once you receive an invitation from the Program Director based on your accepted Project Pitch, you must submit your Full Proposal within one year of the Project Pitch acceptance. Full Proposals are reviewed three times per year, with submission deadlines on March 1, July 5, and November 1.
- Similar to the Project Pitch phase, only one Project Pitch or Full Proposal is allowed in the NSF pipeline at a time. Therefore, it’s crucial to focus on the development and submission of your Full Proposal without initiating additional applications until a decision is made on the existing one.
3. Proposal Review & Decision
- Proposals submitted to NSF undergo rigorous evaluation by a panel of experts. These evaluations consider factors such as intellectual and technical merit, broader impacts on society, and commercial potential. The goal is to identify projects with the highest likelihood of success and impact. After the submission window closes, NSF takes approximately 5-6 months to review and evaluate proposals. It’s essential to note that applicants must wait for a determination from NSF on the pending proposal before submitting a new proposal in the next submission window. This ensures fairness and allows NSF to allocate resources effectively.
